Are food processing plants and factories not required to hire qualified laboratory technicians?

Food safety is a global issue of concern. Shouldn't the people testing the food and verifying the environmental conditions in these place, have a formal education?|||Yes of course otherwise you could be sued for insufficient maintenance.
